The Court Appointed Special Advocate system
(for abused and neglected children) was established in the State of Wyoming only 17 years ago. Now there's a CASA for every child who is put in state custody. CASA's charge is to be that child's voice in the court system. The CASA's duty is to find that out what the child wants and advocate for him, 
whether or not it is consistent with the social worker's, the parents' or their attorney's wishes. The judge makes the final decision.Dix said it was the first time she had ever been in a courtroom to her recollection.
